Dr. Liu Dejian Invited to Participate in the 2025 High-Level Policy Dialogue in East Asia

On June 30, the 2025 High-Level Policy Dialogue in East Asia, organized by the UNESCO Regional Office in East Asia, the Ministry of Education and Science of Mongolia, the UNESCO-ICHEI (International Centre for Higher Education Innovation), and other entities, was held in Ulaanbaatar, Mongolia.

Dr. Liu Dejian, Chairman of NetDragon and a member of the Governing Board of the UNESCO Institute for Information Technologies in Education (IITE), participated in the conference via his Avatar representation, where he joined discussions on key topics and shared a series of NetDragon’s successful and innovative practices in AI-empowered higher education.

The conference invited senior officials from higher education-related government departments and leaders of higher education institutions from East Asia and surrounding regions, as well as representatives from UNESCO and other regional and international organizations, scholars, industry experts, and corporate representatives. Distinguished attendees included Mr. ZOLJARGAL Jargalsaikhan, Member of the State Great Hural of Mongolia and Chairman of the Standing Committee on Innovation and Digital Policy, and Mr. GANTULGA Donorov, Advisor to the Minister of Education and Science of Mongolia. Together, they discussed the opportunities and challenges artificial intelligence technology brings to regional higher education systems, centering on the theme "Fostering an AI-enabled Higher Education Ecosystem".

Innovative Dialogue Format

Showcasing Tangible Outcomes of "AI + Education"

Currently, the deep integration of artificial intelligence and education is rapidly reshaping the landscape of teaching, learning, and educational institution management worldwide. East Asian countries have achieved significant results in the digital transformation of higher education and have accumulated numerous outstanding cases. Dr. Liu Dejian stated that NetDragon has now established various cooperation models involving different industries and higher education institutions. These models not only facilitate technological integration but also drive educational innovation and ecosystem development.

In the AI Productivity Empowerment Model, NetDragon can provide universities with innovative digital courseware resources based on AI production output, empowering university classrooms. These resources feature Avatar teachers delivering lessons, embedding various teaching methods such as lecture-based, simulation-based, and gamified approaches. They can meet students' personalized needs and preferences regarding learning pace and teaching methods, successfully creating a "Dual-Teacher Classroom" where AI teachers and human teachers collaborate in instruction. This teaching model breaks away from the traditional, single-mode lecture-based classroom, creating a new paradigm of human-machine co-teaching that enhances teaching efficiency, learning outcomes, and student experience.

Furthermore, in terms of course development and production, NetDragon has pioneered a new AI Production Center-based course development model that can help enhance the educational resource productivity of universities. This production center includes a "Production Node Library" and an "Expert System," enabling AI to perform most of the educational resource production tasks. This model supports universities in obtaining large-scale, high-quality educational resources at a lower cost and according to higher standards, promoting the development of educational resource production towards greater efficiency and standardization.

The Avatar representation of Dr. Liu Dejian participated in the discussions at this conference, a format that felt fresh and novel to the attending guests. This was not the first time Dr. Liu Dejian has participated in a high-level international event using his digital human counterpart. In early June, at a high-level expert group meeting convened by relevant UN departments at the New York Headquarters, Dr. Liu Dejian, upon the invitation of the UN Under-Secretary-General, delivered a keynote speech via his Avatar. He proposed using "AI + Education" to promote "learning on demand," assisting the least developed countries in achieving educational equity and quality improvement. During that meeting, NetDragon, at the experts' invitation, also utilized its AI production capabilities to quickly create a summary video for the conference, which received enthusiastic responses and high praise from participants, vividly demonstrating NetDragon's AI productivity.

Gathering Global Partners
Jointly Promoting Innovation and Development in Higher Education

In promoting the empowered application of AI technology in the higher education sector, NetDragon has also adopted models such as the "Learning on Demand" talent cooperative training model, the innovation incubator cooperation model, and the university-enterprise cooperation model for establishing top research institutes, working with various sectors to jointly advance the innovative development of global higher education. Currently, NetDragon has established deep cooperation with UNESCO, universities like Beijing Normal University, and other educational institutions, and has reached strategic collaborations with over 20 Belt and Road partner countries. Its education footprint covers more than 190 countries and regions worldwide.

For example, the Smart Learning Institute of Beijing Normal University, jointly established by NetDragon and Beijing Normal University, has hosted multiple sessions of the Global Smart Education Conference and launched international courses like "Designing and Learning" and AI MOOCs, continuously supplying innovative ideas and practical methods to the global education field. The Robotics and Artificial Intelligence Education Center in Belgrade, cooperatively built by NetDragon and the University of Belgrade, Serbia, provides IT training to 4,000 teachers across Serbia. The AI-empowered education platform developed in cooperation with Thailand's Ministry of Higher Education, Science, Research and Innovation (MHESI) provides Thai youth with vocational training courses related to electric vehicles. The online platform "Teacher E-Library", jointly launched by NetDragon and the UNESCO IITE (Institute for Information Technologies in Education), will provide approximately 100,000 educators worldwide with open educational resources, free public tools, and online and on-site training.
